Cutting vs bulking

Hey

Considering I'm:

33y/o
6'2
190 lbs
14% body fat

Should I cut or bulk?

Based on what I read, I should get down to 10% body fat - and after that I'll start bulking and gain a little fat.

When I start bulking, what should I expect for body fat percentage to show that I'm making proper gains?
