Easier to get muscle gains at lower bodyfat < 15%

I know it easier to gain more muscle mass compared to fat when at lower bodyfat percentages when bulking lean. Question is that should skinny fat people reduce their bodyfat to below 15%? But they would then look incredible skinny but has a good base to start at then? Then they have room to gain some fat while bulking than a person who has 20%+ bodyfat will have to cut very soon as their gains will majority be of fat? Thoughts?
