Need Advice for a Beginner

So I am new to bodybuilding and it is something that I want to take serious. Im a 20 years old male and am not sure how to start it all off. The main problem I am having right now is not being able to decide if I should focus on bulking or cutting first. My end goal is to get to 230-240lbs and relatively lean (I know it'll be a long time to reach). But right now I am about 6'1 and 205lbs with not too much muscle. I have majority of my fat in my mid section (upper thighs, butt, slight love handles, lower back). People have told me I should just focus on being on a caloric surplus for now but I dont want to get more wide in my waist (I am size 36 in pants). Any advice would be greatly appreciated.
