Cutting but losing muscle and fat!

Hi guys,
I've just joined this forum and looking for some guidance.

I've been working out for roughly over 2 years now, initially i lost over 15 kgs to land up around 71 kgs because the only thing on my mind was to lose weight and I wasn't familiar with how macros work in your diet.

After that i looked too weak and wanted to gain muscle so i slowly went upto 81kgs again but then i realized i gained too much and my visceral fat was getting out of hand. Since then, i've been in cutting phase yet again and looking to reduce only fat but my latest BMI results indicate i've lost almost the same muscle and fat both (snapshot of my BMI test is attached). This all has happened despite me keeping my protein very high (150g per day) - i've reduced my carbs considerably though (very little carbs in dinner like 2-3 bites of brown rice and minimal during lunch and breakfast).

Would appreciate if someone can guide on what am i doing wrong? I lift weights roughly 5 times a week and also do cardio thrice for 30 minutes and abdominal exercises once.

My questions thus are:
- Should i cut or bulk?
- If bulk, then i tend to gain a lot of tummy fat while putting on muscle, how should i avoid this?
- What am i doing wrong in my cut.
