Should I change diet

I just started lifting again after a long break about 3 weeks ago, Im also doing intermittent fasting I definitely look like I’ve gained muscle and strength but my stomach besides when I wake up always looks the same as before plus my scale hasn’t dropped any weight in the last 3 weeks. Just wanted to ask if I’m doing something wrong I do look leaner but the stomach fat isn’t going away especially since people say the loose so much weight quick on intermittent fasting
