Should I bulk or cut? [PICTURES + INFO included)

I’ve read a lot on this subject but it feels like opinions are mixed. So I’m asking this community.

I’m 24, 5’5”
150 lbs
~17-20% Body fat (measured twice with the 3 area method using a caliper. First result was 16. 2nd was 17. One area method yields me 20% every time. So I dunno.)
I'm currently doing a simple bodyweight calisthenics routine 3x week

3 sets of pull ups AMRAP (3 right now)
3 sets of chin ups AMRAP (3)
3 sets of dips AMRAP (3)
3 sets of push-ups AMRAP (15 right now)

that's "upper body" day. I do that 2x week and lower body day is glute bridges, pistol squats, and lunges. open to adding cardio but i don't usually.
I like calisthenics more than weightlifting because i feel the muscles i'm targeting activating to a greater degree than in weightlifting. dunno why. I have experience barbell training but it always leads to pain about 3-4 months in when things get very heavy. calisthenics does not. that being said i'm still open to lifting if i can figure out how to do it without pain and if it's a more effective way for me to get out of this look i'm stuck in.

I've always been "skinny-fat" and generally soft looking so I'm obviously wanting to get away from that. That being said, I understand building requires patience. Please let me know what you guys think. Thanks.
