Low Carb and Low sodium but always retaining a lot of water ?

So i've always had problems with water retention, Despite going low carb <80g and low sodium <1500mg and drinking tons of water I'm always retaining a lot of water.

I know this is the case as I wake up pretty lean but by mid-day my stomach/chest is bloated and my socks leave marks round my ankles etc....

I have no idea whats going on... i'm drinking enough fluid for sure as my urine is almost clear so my water intake is good and with the low carb/low sodium I can't figure out why it's being held onto ?

Any tips/ideas guys ?

Diet wise it's meat/eggs/greek yoghurt etc... high fat/high protein/low carbs.
