At what point do you cut?

So if you look at me you might say “he goes to the gym maybe once or twice a week, so I don’t have much size everywhere but my stomach is just huge and always looks big when the rest of my body isn’t in the same proportion as my stomach. At what point do I say “yeah I’m going on a diet now and I’m dropping some body fat. Overall my body fat right now is sitting at 21% and I’m 5’7 170lbs.

I suppose the simple answer is “if you’re not happy then start cutting” but I am worried about losing what little muscle I have to begin with. Any advice for this? I’m thinking of just cutting and going from there...
