Bulk or cut ?

Hi everyone, I'm new here and I hope you're all doing well :)
So, I'm a 28 years old guy, 1m89 cm height and I weight 79.5 Kg, I'm a bit unfit, like i have some love handles, but not too much. My question here is, should i ignore them and bulk or should I cut until they totally disappear, I estimate that i have like 5 kg to lose before they totally disappear :\
What is preventing me from bulking is the fear of getting fat, how can I make sure to build muscle without getting fat ? back in 2019 I was at 89kg, i had a fair amount of muscle but i also had a bit of a belly with it, i don't want to look like that again.
