Noticeable difference in my arms when I eat carbs

I see a noticeable difference in my upper arms when I eat carbs vs when I don’t eat carbs. This is where most of my glycogen gets stored, or where in my body it is most noticeable. My stats are 100 lb, 5’1. I want to gain 10 lbs of muscle. I have a skinny fat body that I have been working on for about a year.

My question is, if I continue to lift heavy and eat without fear, will these out-of-proportion arms of mine slim down? I know muscle burns fat. I have been lifting heavy and eating at or below maintenance. I’m just not seeing the results I want. I was told that as a skinny fat person eating at a slight deficit, I’ll see really slow progression.
