advice?

Just wondering whether you could offer me some advice/knowledge.
I’ve always been quite skinny fat and it’s always been something I'm really self-conscious of, especially around my chest.

I started training properly in 2015 and have since been a regular at weightlifting classes, crossfit, f45, barrys - as well as training on my own. None of which have had any effect on my skinny fat.
Thinking it was just me training ineffectively (or listening to criticism of the classes…), I also trained with 3 different PTs for like 6 months at a time, as well as followed their diet plans, but still had no real muscle growth or fat loss. In fact, for 2 of the PTs I actually put on fat quite dramatically even though I was only on 2500 cals. Notably, they always put me on a high carb diet, which I don’t think my body responds well to (but ofc I followed their expertise).
The only time I really saw any changes was when I was training by myself and on a high-fat/protein, minimal carb diet on 1500cals, which isn’t the most sustainable diet.
Because I've had no changes, I’m really self-conscious of my body, but I’m also really, really frustrated/depressed that I can’t change my body despite trying for several years (and occasionally paying a big chunk of my salary). I’ve tried different training regimes and diets but I just haven’t found anything that works. I've even been to the doctor to see if I have some hormone imbalance etc, but they were all decent levels. Someone suggested getting a metabolism test?
I seem to store most of my fat around my chest/stomach. Legs/Glutes respond and grow well, arms don't store masses of fat either.
I’m male, 29, 6ft and 13.5st. Also a veggie (dairy & whey protein is fine though).
Sorry for the essay but I’d be so grateful for some advice about where I’m going wrong.
