gaining muscle and weight

I am 5'11 146lb and have been lifting for about 3 years (the first year was full of mistakes so I dont really count that one). Currently I am 18 but I even before I started lifting I have never weighed more than 148. I am trying to put on more muscle especially around my arms and legs but I am having trouble gaining. I have been eating 2900 calories until a good 6 months ago when i upped it to 3100 calories a day but still don't notice much difference in my arms/legs
