Help my sister lose weight! Did we pick the right calorie goal for her?

Hi there!

I am helping my sister lose weight as a brother/sister COVID-19 quarantine project. My sister has been following the program rigorously for 6 weeks but the scale is showing very subtle, if any weight loss... The trend is neutral not even really downward.

Can someone help decide if this calorie goal is right for her? A second question would be... if the calorie goal is correct does that mean what we are observing with the scale weigh-ins is just due to normal weight fluctuations? (FYI - she only weighs herself in the morning, etc...)

1) She is targeting 1390 calories a day / 1 lb weight loss per week. This was calculated on MyFitnessPal app
2) If she exercises, such as going for a run, she can add back the calories burned on the run. For instance if she went on a run and burned 300 calories, she can add 300 calories that day and eat 1690.

Her stats:
She is in her early 20's
She is 5'6"
She weighs 160lbs
She is fairly muscular (played sports her whole life)
We set her activity level to: NOT ACTIVE (due to quarantine)
