Help getting back into the gym life

Sorry if this is in the wrong place and long but..

I used to dedicate a lot of time into going to the gym and watching my nutrition. I have "let myself go" at least to my standards. I am 29 years old, 5'10" and around 175 pounds with i guess about 20% body fat(I just uploaded a progress picture).

I work in construction as a crane operator so I sit on my a** pretty much all day but still walk an avg of 2 miles a day according to my watch. Between the long hours and 5-7 day work weeks and taking still taking care of my home I started to go downhill and put on the typical crane operator belly.

I'm just looking for advice or what some of you would do in my situation. Obviously I would like to get bigger, add muscle and be "tone" once again. I used to be 165+ and around 12 percent body fat. I know what my calorie requirements currently are but I would like to know if you think I should try and cut back down to 165-170 and get rid of some of my belly and love handles and then bulk from there?

Or would you just start a somewhat clean bulk with a calorie surplus with cleaner eating and getting back into the gym will cut down on the belly. I'm kind of lost on which direction I should start off in. Calorie deficit or surplus? Keep in mind this will be going from little to no exercise to probably 3+ days a week in the gym.

Sorry about the long post I'm just hoping to get some ideas.
