Tf am I doing wrong??

31, been lifting almost 10 years now. I've gone up and down in weight. At my biggest I was 196, had no neck but also had some big ol tittayyys. Last year I went keto and cut down from 165 to 155, got really lean and decided I wanted to do an honest to goodness, relatively lean bulk starting last October, running the bulk until around march/april of next year.

I'm 5'10, currently fluctuating between 170-173. Started in October at about 160. My waist is 32" still and hasn't grown. Which is cool. But I'm noticing that even though my weight has plateau'd, I seem to be getting softer. Accumulating fat around my chest and arms specifically. What gives??

I'm no longer on keto but I dont do sugar. I only do fruit maybe 2 to 3 times a week. I don't eat carbs in excess, my protein is at between 170-190g per day. My maintenance calories is somewhere in the neighborhood of 3200 because I'm so active. I train 4-5x a week. When I'm not in the gym, I'm hiking or at a park with my dog and on the weekends I wait tables and am on my feet 7 hours a night, sweating my balls off.

Long winded post, v sorry. BUT, I'm just sort of frustrated as I'm in a surplus not gaining crazy weight but am gaining noticeable fat and not noticeable muscle. In fact, I almost appear to he atrophied in some places. I do my measurements every few weeks as well. Plz halp.
