Asking for guidance

I’m a male, 5’10, 25 years

I really don’t know where to start and do about my current situation. I’m currently sitting at 178lb and want to get lean. The problem here is that I barely have any muscle and look skinny in clothing. (Well I am skinny in my arms and legs but my torso that’s a different story) I’m getting tired of people saying I’m so skinny and all that. With my shirt off I do not look skinny at all. You can see I have some man boobs, a lot of stomach, love handles to grab a hold on, and I just don’t like it. So I’m looking for a change.

I did try working out a year ago but gave up too soon at just 3 months. I really didn’t know what I was doing. Just hitting every muscle group and eating. I was probably not even eating enough. So I saw no change and gave up.

This year I decided to give it another shot and started to search online and read everything I could to help me out. There is so much information out there that I just don’t know what path to take or if I’m just making it harder than it should be. There’s just so much information out there.

So I started this year in June at 180lb. I really didn’t know what to do so I decided to eat between 2,300-2,500 calories a day and consuming 180g of protein. I worked out 4 times a week doing an upper/lower split. I really haven’t noticed a change visually. Right now I’m sitting at 178lb. So don’t know if I’m losing anything or it’s just that I dropped a pound after going to the bathroom. I do feel a bit stronger than before though. So what I’m asking is should I be eating more than I currently am or some other plan? I want to lose that excess fat around my waist, those man boobs, and belly. Im tired of my skinny arms and legs too. I want to build my body to be more muscular and look like “damn, he works workouts” look. You guys know what I’m talking about.

I’m currently following this workout. Please give me any advice if I should stick with it or do something else. I can only workout from home atm due to the pandemic. I do have dumbbells and a bench.
