Should I Bulk or cut ?

I have been lifting for some time now but not really in a serious manner since I never focused on progressive overload that much and cant even squat 220 lbs - 100kg yet. I want to change myself and build a aesthetic strong physique and need some advice on wether to gain mass or lose the excess fat first to get one step closer to looking better. last 2 pics are what I want my body to look like . Even if its not possible to get that far I still want to become the best I can. Any advice ?

Stats: 5ft7 /5ft8 141-143 lbs
