How does bulk and cut work?

I never understood bulk and cut properly. These days I am cutting because my instructor asked to. I am 24% bodyfat and will be cutting until I get 15-17%. Eating 1800 calories each day with 20% fat, 30-40% protein and rest carbs. I am told to train mostly 30 mins hiit 3 days a week and stop lifting for now.

My instructor never told me how it works, I am only told to continue current steps. My questions are below:

Once I reach 15-17% will he ask me to bulk and eat more? because I am getting really small as I keep cutting everyday.

If I start to bulk and eat more after cutting, what will it be use of? because fat will start coming back right? So why do people cut?
