Cutting advice needed

Struggling/procrastinating with cutting. I’m around 188-190 and probably 23-25% body fat. Want to get down to 12-15%. I’m just overthinking the whole thing. I currently lift 3x per week. I like to think I’m pretty strong. I work a desk job and don’t do any cardio and have a pretty low step count.

I read the sticky as far as macros go. .7 protein and .4 g fat per lb bw. I guess my question is should I start with higher calories and include some form of cardio? My nutrition has been all over the place.
