Optimal time to begin cutting

Been bulking running fierce 5 novice about 7 months now. Current weight is 180 (5’11”). Recently used an app to estimate my bf% and put it at 20%, which seems accurate based on comparison pics found online. I’d like to end up between 180-190lbs around 12%.

My question is this.. does it make sense to continue bulking at this bf%? Or is it more efficient to cut and get my bf down before bulking again? Is bulking more efficient at a lower bf%? I’ve hit some plateaus in the past with bulking and cutting, usually bc I don’t have a lot of muscle mass built up when it seems time to cut.
