How many calories to get an athletic build?

I'm not looking for that bodybuilder look I know it doesn't just come by mistake but I wanted to know if I should eat at maintenance or in a surplus or even a deficit I'm only 17 however I've been weightlifting for about a year (not long I know). I am currently 176cm tall and I weigh 73.8kg however I have a significant build up of fat around my lower midsection I have a "4 pack" when tensing however cringy that sounds but what would be more ideal to get that lean and athletic look? Would a deficit be ideal or should I eat in a small surplus I would like to be lean and just look athletic in the end of it all. Also not related to the nutrition thread but would an athlete train similarly to a "bodybuilder" or should I focus more on cardio and compound lifts and help would be greatly appreciated.
