Cut Or Bulk? (stats, pics)

Hello guys i want to know should i cut or bulk i am working out for like 1 year, but not good like 7-8 months no good food and no good training program etc... so i try to balance much more and now i training good and eating clean only no junk foods and sugar...
i wan`t to look big and bulky but i want your answers and debates thank you guys
STATS:
16 Years Old
83-84KG
170-171cm height
EATING ONLY CLEAN FOOD, DAILY 3000-3300 Calories
Walking 10-12K Steps every day and more...
