Bulking cycle diet & belly fat??

I used to weigh 65kg 20 days back...i am on a bulking cycle...i workout 6 days a week with no cardio as of now...i am 5.9 in height. So i have gained around 5 kgs in these 20 days.I defnitely look stronger feel stronger but i noticed today that i am showing some stomach but my waistline hasnt changed and also my body fat is still the same at 21%. Is this due to stomach bloat or am i dieting the wrong way...here is my diet

1.Empty stomach 1 scoop glutamine and 1 calcium pill 1000mg

2.Pre workout - 5 whole eggs + oats + 3 slice brown bread + whey protein 1 scoop + 2 bcaa tabs

3.After workout - 1 scoop whey + 10g creatine + 10g glutamine +2bcaa tabs

4.Lunch - A bowl of veggies and 250gms chicken

5.brown rice + 250gm chicken

6.5 egg whites + 2 slice multigrain bread

7. 5 egg whites + one scoop whey +2bcaa tabs

8. 250 gms chicken + a bowl of veggies + sprouts

9.Before bed - 1 scoop casein + 2 bcaa tabs

Trust me i have been avoiding oil whereever i can and have been eating healthy consistently...so is there any chance of bellt fat accumulation with this diet??

I'm 23

approx 25% body fat

Been looking at a few calcs and these are the average macros i've found 

1763 Calories
167g protein
103 Carbs
75G Fat

Been doing IF so my three meals are 

M1) 
140g grilled chicken
55g (uncooked weighed) Pasta
45G Natural peanut butter

m2)
140g chicken/Steak/Tuna (alternate daily)
1x Large Banana
45G peanut butter

m3) 
150g cooked salmon
300g mixed veg 

Will change it up for the rest of the week just an example of one day, feedback welcome

What to do about low testosterone???

I’m not sure whether talking about this is against the rules or something but please don’t ban me.

Okay, so up until 4 months ago I’d been lifting for a year and a half 5 days a week. During that entire time I made pretty poor gains (my profile picture is being extremely generous as well) despite a big part of that time being the “noob gains” period. For about a year I just put it down as I had somehow got my caloric intake/macros wrong, or my workout schedule wasn’t good enough, or even I had muscle dismorphia.
I was in a slight caloric surplus during that entire year and a half and I packed on the fat like you wouldn’t believe (getting man boobs, a big belly, etc).
It wasn’t until almost dead on a year into lifting that I heard of low testosterone, so for another few months i turned it over in my head and thought maybe I had low testosterone as every symptom of it I could find online I was experiencing and had been experiencing for a good few years.
I eventually got a blood test about a month ago and my testosterone came back in the low 400s (the test was done in the morning). As some of you probably know the testosterone range the nhs (or most medical organisation use for that matter) uses isn’t age specific, so obviously my level came back as “normal”. I googled the ranges for different age groups and my T level is the same as a 65-75 year old mans.
I think we can all agree there is no way the nhs would treat me so I’m looking into other options. I don’t particularly want to go private because it costs 1000s in the uk, and I obviously don’t want to go the black market route. What are options are there??? Please help , I’ve lost a year and a half of hard work in th gym in 4 months (I was off for an operation).

Took your advice, new diet.

Hey I'm 18, 5'11 (6'0) 18 years old with around 15-17% body fat
After reading you're advice this is what I've come up with for bulking!

1.5g (148 LEANBODYMASS) Protein = 222
0.5g (172 BODYMASS) Fat = 86
2g (172 BODYMASS) Carbs = 344

Total Cals: 2900 daily.

I've been browsing lots of the forums trying to figure out the best amount of calories for these macros. I would love your advice. Thanks in advance

Should I be cutting to a lower fat percentage? I lost a lot of weight from keto and I have lots of loose skin I want to build past.
